Maybe there is someone dosing the server (actually everyone must lag with this)
Test this, start > run > cmd > ping 37.1.195.144
You will get this

Sometimes it happens with me too because of overflowed server. Maybe your case is the same? Just wait some time.

Could be because of ddos. Also, try to close down other useless things on your computer. "Background Programs" may slow it down. (I always used to lag up to 200, but i removed a background program. around 80 - 100 ms.)
