Filling in for someone elses rank.

I know their are many people who get banned because they abuse and etc, but why can't we just fill in their place for them? That way, we wouldn't lose a lot of mods. People always get banned because of doing something bad. Only people who are stable,trusted, and never got banned, never uses hacks, could be able to fill in to someones rank.

So, should we allow someone who's trusted, to fill in for someone, or not?

I meant to say that if someone gets banned from their rank (1 mod space open), why cant we just take his place for mod? Only the trusted ones could take the persons moderator space.
