Wait, hold on. One would assume that if he's your brother then most likely you're living together.
And if he was banned, it was probably not only an USGN ban, but also an IP ban to make sure he can't access the server. Hence, since you're living together, you also share your IP, right? And if he was IP banned..

.. then I think it's logical that you're banned as well. Or at least that's how I understood the problem after having read the last 3 posts (very informative, amazing indeed).

You do the opposite, for example, you are telling people that they have bad english, then you say you don't care if you have bad english. You say you will never flame but you do it daily, in the forums.

How could we take this situation seriously?

Anyways, uhm.
I banned you already, maybe your IP Diapason (or set of numbers including your ip) is banned in the server (blocked in iptables lol) because of some filters OR MAYBE SOME HACKERS HAS ALMOST THE SAME IP LIKE YOURS.

If you want others to do something for you (e.g. unbanning your account), you should act friendly (e.g. not flaming/insulting/going on ppls nerves). Nobody likes assholes.

  for me not fair bcz flmz got reported for 11 times and he not banned he Spawn Killer/Insulter. and not yet banned look all reports and look the profs i think the administrators love Flmz i saw Players Reported for 1 or 2 times are banned but he reported 11times so if u ban her ip and usgn all problems will gone and server will be good again not whit a Spawn Killer/insulter. like Flmz so you have 2 choise:
1-ban him and all the problems will gone
2-dont ban him and the problems will ever finish bcz Flmz is an idio-t and just now Spawnkilling and insult and i think he is the bigest idi-t i saw in all my life (Sorry For spam)
